Afaik the step counting is part of the firmware and always running. Health & co only display the value. In the case of health the value is also persisted.

Well, if it is always running I suppose that's great, because the battery life is already very long. -

Hi - yes, no need to worry about step counting - that's all built in and the power draw from that is extremely small

I installed a clock face that has Clockinfo as a dependency.
Even though I uninstalled the Health app, I was able to see the number of steps I took today.
Does that mean that Clockinfo logs steps in the background?
Is the impact of logging steps significant on the battery life?
