Hi - please can you try a different USB charger, and leave it to charge for several hours? It has been known for some USB chargers to shut themselves off with the Bangle.js's cable - and ensure that the cable is the correct way around (it pulls itself on with the magnet).
Also, try holding the button down for ~20 seconds, just in case the device has got locked up.
watch comes with battery empty or enough battery to start watch?
Honestly, it depends. Recently we have been trying to send watches out with at least a 50% charged battery but if the watch has been sat around for a while in a distributor (or customs) there can be problems.
We've also very recently got a new batch of Bangles and found that a hardware change that meant that the GPS got powered on at boot in some devices, so that could explain why yours was flat when it arrived. That only happened for ~2 weeks though and then we shipped a software update to fix it, so if you install a 'cutting edge' build once it's started that should solve that problem.
We test all the watches before sending them out and it's extremely rare for them to get broken in transit, so hopefully it's just something like an issue with the charger.
