I recently stumbled across https://www.pentacom.jp/pentacom/bitfontmaker2/gallery/ though and it could be quite a good base for small fonts (there's even a font editor built in!). It looks like the maximum height for fonts is 16px

Hopefully a few of you have seen https://www.espruino.com/Fonts and http://www.espruino.com/Font+Converter, and you can use https://fonts.google.com/ and similar to find interesting big fonts for watch faces.

To use it, just download the font as TTF, then load the TTF into http://www.espruino.com/Font+Converter and make sure it's set to 16px (the default)
