Serial1.setup(4800,{rx:31, tx:30});

You have pins switched there, see

also as seen in second link , Serial1 may be reset back to 9600 in some cases

yeah I see the inf.baudRate = 9600; is hardcoded.
Can we make it configurable may be in next versions?
Can Serial1 baud rate be changed without GPS bounce?
