PR for restructuring the settings menus, submitted.
Here's hoping I have not cocked it up completely.
Have tested every menu can be gone into and correctly returns to the parent menu.
One thing I was not sure about was 'Turn Off'. Should this be at the top level, under System or under Utils ? My preference would be somewhere other than the top level as I dont want to invoke it by accident.
