Online WebIED wont render 'Open File' dialog to allow file upload on Win10

Which web browser? And does anyone else have this issue? I'm not seeing it here.

Windows did a forced update causing a reboot. Ahhhh, so we can now double check. Results no better.

To add to post #1 on mouse rollover, the down facing arrow turns green with a tootip 'Open File' appearing to the right. Clicking opens the 'Open File Should' modal dialog and rolling over the first item also hilights that selection 'Open File load file from disk' green. Clicking does nothing other than dismissing itself. The file manager never launches.
