Hi - there's already a port to the STM32L496G Discovery Board at http://www.espruino.com/STM32L496GDISCOVERY so I imagine it would be pretty easy to get it working on what you have planned.
In terms of the high speed oscillator, just use whatever ST did in the above board as it'll make your life a lot easier
