Yes, I think it's more a reaction to how underhanded it seemed at the time. It was almost as if they were trying to hide the fact that they were charging everyone more.
If they'd thought about it they probably could have just changed the pledge amounts ($1->$0.7 or whatever it was) such that everyone paid the same, and then let people opt in to rounding it up.
