Web IDE release 0.46.1

Just thought I'd let you know that I've released a new Web IDE, so it should be updating in your browsers shortly

New features are:

• Fix minification of binary numbers in Strings (Just switch the closure compiler to ES6 mode rather than hackily converting ES6 to ES5)
  
• Fix error reporting for minification with binary numbers
  
• Add graphical code blocks for procedures
  
• Fix graphical code blocks for variables
  
• Move to a newer Blockly release
  
• Improve terminal update speed when there is a lot of data
  
• Fix 'clear screen' implementation when there was never a prompt displayed
  
• Allow baud rate specification
