Regarding external USB BLE adapters, not all mfg that produce 4v0 BT dongles are BLE compliant. It's likely they are trying to dump existing 4V0 stock in favor of 5V0 BT. Check their specs first.
I use an external USB Insignia 4V1 dongle which stated BLE and works ~ ten ft/three m using an HP Notebook - Windows10 laptop.
